Background Analysis

In March 2020, Minneapolis City Council Member Kevin Reich, Ward 1, submitted an application for nomination to the City of Minneapolis Department of Community Planning and Economic Development (CPED) for 948 18th Ave NE. After completing an initial review, CPED recommended to the Minneapolis Heritage Preservation Commission (HPC) on April 7, 2020 that the property exhibited at least one of the local designation criteria found in section 599.210 of the Heritage Preservation Ordinance. The HPC adopted CPED’s findings, placed 948 18th Ave NE under interim protection and called for a designation study to be conducted.

A designation study was prepared by CPED preservation staff and was submitted for review and comment to both the State Historic Preservation Office and the City of Minneapolis Planning Commission. The study concluded that the property was eligible for local designation under Criterion 1 and Criterion 4.

On March 2, 2021, the HPC adopted staff findings for the local designation and Approved the local designation of the Tyler Street Northeast John Cook House, located at 948 18th Ave NE.
