Background Analysis
The Franklin Avenue Signals and Pedestrian Improvements project is a joint endeavor between Minneapolis and Hennepin County, led by Minneapolis Public Works. The project includes traffic signal and pedestrian improvements along Franklin Avenue E at 22nd Ave S, 26th Ave S, 27th Ave S, 31st Ave S; and pedestrian improvements at the unsignalized intersections at 21st Ave S and 23rd Ave S. All intersections are being upgraded to meet ADA standards, and curb extensions are included where feasible. The project also includes work at two additional signalized intersections (Emerson Ave N at 16th Ave N, and Plymouth Ave N at Logan Ave N) which are not along County roadways and are therefore not covered under the Agreement.
Under Cooperative Agreement No. PW 25-20-19, Hennepin County will reimburse the City an amount not to exceed $1,211,100 of County State Aid funding, to cover a portion of the construction costs, design services, and construction management. In addition to the terms of payment and reimbursement, the Agreement also outlines construction, ownership, and maintenance of project elements in accordance with City and County policies. The City's portion of the project is budgeted in the Traffic Safety Program (TR022).
The project is currently under construction and will be fully completed during the Summer of 2021.
