Background Analysis
The proposed project will reconstruct 2.5 miles of Bryant Ave S between Lake St W and 50th St W. The Bryant Ave layout was approved by Council August 28, 2021. The project will include a full reconstruction due to the age and deteriorated condition of the street. The project will include pedestrian and bicycle safety enhancements, expanded boulevards with plantings and enhanced stormwater treatment, and utility improvements as needed.
Schedule and Funding
The project is planned to be constructed beginning in the 2022 construction season with completion in 2023. The Bryant Ave cost estimate is $20,515,000. The funding breakdown is estimated as follows:
- $10,588,000 in Net Debt Bonds;
- $950,000 in Municipal State Aid Funds;
- $266,000 in Hennepin County Funds;
- $3,386,000 transfer from the General Fund;
- $3,170,000 transfer from Stormwater Fund; and
- $2,155,000 in Special Assessment Bonds.
The total funding for the project is $20,515,000.
Street Reconstruction Assessments
As provided in Article IX, Section 9.6(c) of the City Charter, a list of parcels with owner’s names, as nearly as can be readily ascertained, which would be benefited by the assessment for the project, is on file with the City Engineer’s Special Assessment Office. The street construction special assessments would be determined by applying the 2022 Uniform Assessment Rates to the land area of the benefited parcels located within the street influence area along the improved streets.
