Background Analysis
The Pregame at 2022 NHL Winter Classic will take place on 1st Avenue North between 5th Street North and 7th Street North and on 6th Street North between 1st Avenue North and Hennepin Ave on Saturday, January 1, 2022. The Pregame will be a public event with a music stage, hockey themed entertainment, NHL Vendors and food trucks. The right of way within the event will have tents, stages, games, temporary structures, along with NHL themed signage and banners. This event has an expected attendance of up to 15,000 people and will take place between 12:30pm and 5:50pm. Several City departments and vendors have been working with the organizers of this event to obtain the correct permits, road barricades, portable restrooms and security for the event.
Street closure requested:
- 1st Avenue North between 5th Street North and 7th Street North
- 6th Street North between 1st Avenue North and Hennepin Ave

Setup efforts will result in the roadway closure starting Monday December 28th at 9am and opening back up by Sunday January 2nd at 8pm. Sidewalk and Pedestrian access will remain open at all times on all streets.
Numerous stakeholders have been involved with planning and review of The Pregame, Meet Minneapolis, Minneapolis Police, Minneapolis Fire, Regulatory Services, Public Works have been involved in various event parameters. The City of Minneapolis Block Event Special Event (BESE) Committee that reviews all events citywide recommends approval of the event permit.
Based on these extensive efforts, City staff recommends approval of this block event in accordance with Ordinance Title 17, Chapter 455 and operating outside of the hours allowed by Ordinance Title 17, Chapter 455, Section 35(c)(1).
This event is subject to all other ordinance requirements including, but not limited to:
- Conducting outreach and notification to impacted properties
- Subject to the details submitted in the fully completed permit application
- Obtaining additional insurance coverage as requested
- Obtaining additional permits as needed for food, beverage, amplified sound, etc.
- Installing the required barricades, signage and other materials for lane closures
- Proper clean up after the event
