Background Analysis

Minneapolis Pathways supports workforce development strategies to develop career pathways in high-demand industry sectors for unemployed and underemployed Minneapolis residents. This sector pathways model of workforce development seeks to reduce racial disparities in income and employment by preparing job seekers to become fully qualified for high-demand, entry-level positions leading to career advancement.

Minneapolis Pathways solicits competitive proposals on a rolling basis to assist employers with recruiting, training, and/or preparing unemployed or underemployed Minneapolis residents with the skills needed to fill positions in their businesses. Eligible lead applicants are organizations on the City of Minneapolis' Eligible Providers List for Employment and Training Services. Applicants must have established partnerships with employers that have identified in-demand career pathways, and they must be able to provide Minneapolis job seekers with clear, modular training curricula that lead to industry-endorsed credits or credentials and provide multiple entry points to family-sustaining careers in the metropolitan region's targeted industry sectors. The competitive process requires eligible applicants to complete a Letter of Interest that describes the project's scope, timeline, expected outcomes, and budget. Letters of Interest may be submitted at any time. Eligible applicants that demonstrate employer partnerships and in-demand pathways are invited to develop complete project proposals that are evaluated based on the following criteria:

  1. Engages business in the identification, development, and support of career pathways
  2. Achieves measurable outcomes by organizing education, career counseling, supportive services around the needs of target populations
  3. Clear and coordinated pathways that provide participants with visual roadmaps or templates depicting on-ramps, transitions, and off-ramps
  4. Contextualized and modular curriculum that provides multiple entry points to family-sustaining careers in regional industry sectors
  5. Accelerated training that integrates basics skills and work-readiness training with occupational skills
  6. Industry endorsed training that leads to credits, credentials, or placement

To meet increased employer demand for employees with durable, digital, and transferrable skills, Hired’s successful Medical Call Center training model will be enhanced with Microsoft Office Specialist, Mental Health First Aid, and deepened Medical Terminology certifications. In response to our participant’s need for a hybrid training model with learner engagement as focus, an instructor will be added to the 120-hour, six-week training and individualized onboarding, placement, and retention services.

American Indian OIC

$90,000

American Indian OIC (AIOIC) will use funds from the Minneapolis Pathways program to support the training and job placement of 35 Minneapolis residents into careers in the healthcare and construction and logistics fields. Four training pathways will be offered and participants will be provided with individualized career counseling to help them secure employment in their field once they graduate.

EMERGE Community Development

$150,000

Provide Commercial Driving training January 2022 – December 2023 leading to a CDL credential to Minneapolis residents, leading to a CDL credential and 80% of trainees obtaining employment with average starting wage over $18/hour. The project will work primarily with the Cedar-Riverside East African community and with Mayle Trans Trucking School, an African immigrant owned training partner that is culturally responsive to New Americans and the East African community. Mayle Trans has an 90% credentialing rate with that community and an 80% rate overall.
