Background Analysis

The City of Minneapolis, Department of Public Works Solid Waste & Recycling (SW&R) Division currently manages the collection, processing, or disposal of wastes for approximately 107,000 residential dwelling units, and a small number of residential parks, commercial properties and City buildings.  Collection services are provided by a contracted hauler for approximately one-half of the City serviced dwelling units.  City staff provide collection services for the remaining half.  In addition, the City provides disposal, billing, public education, and customer service functions City-wide.

In 2018, the City negotiated and executed a 3-year and one day contract extension with Minneapolis Refuse, Inc. (MRI) for the collection of approximately one half of the City’s garbage, recycling, yard wastes, organics, problem materials and mattresses.   MRI has provided collection services through competitively procured, negotiated, or extended agreements since 1971.  The current collection agreement will expire August 31, 2023. 

It is essential that the City provide for uninterrupted, exceptional service.  Staff recommends that a Request for Proposals be issued in order to select one or more qualified collection services providers in advance to provide time for adequate proposal consideration and sufficient time for selected proposers to prepare for high quality collection services.
