Background Analysis

***Pending full implementation of the recently passed government structure charter amendment, and any resulting changes to the City’s process for authorizing the following staff activities, this RCA is being submitted to Council under the City’s prior authorization process.***

Tabulation of three (3) bids submitted on Event 1880 for 2022 Large Diameter Cured in Place Pipe (CIPP). Accepting the low bid of Granite Inliner LLC., in the amount of $658,614 to provide all materials, labor, equipment and incidentals necessary for the 2022 Large Diameter Cured in Place Pipe, and authorizing a contract for the project, all in accordance with City specifications.

Public Works has been collecting data on the condition of the sanitary and storm pipelines for the last several years. Through the review of the data collected, Public Works discovered several pipe segments that were in deteriorated condition and require rehabilitation via CIPP lining to avoid eventual collapse of the pipe and then the roadway.

CIPP lining is a critical component of our work to rehabilitate and renew aging sewer pipes. CIPP cost-effectively extends the life of the pipe by upwards of 50 years and has been used in the City successfully for over 30 years. In comparison to open trench sewer construction, CIPP is less expensive and can be done in one or two days depending on the size of the pipes resulting in far fewer impacts to the roadway and adjacent residents. The City is able to CIPP line pipes under 18” diameter using City crews and equipment, but pipes 18” diameter and larger must be lined through Contractors.
