The proposed updates to the City's rate schedule will eliminate operational deficit at Impound Lot and allow Public Works to better serve the city. Providing competitive towing services will help keep streets clear of vehicles and avoid traffic disruptions. Towing during events like snow emergencies and street sweeping will keep neighborhoods accessible and free of debris.

The proposed changes for the Impound Lot applies to the owners of all towed vehicles in Minneapolis. Based on our analysis, there is no direct correlation to BIPOC communities. Using our Transportation Equity Framework, we can identify TEP Zone 1 and 2 as areas where transportation equity is a higher priority due to a combination of factors, including a larger BIPOC population. Towing rates in these areas are heavily based on the proximity to the Impound Lot within towing zones (for street sweeping and snow emergencies), as well as within the North and South Districts during regular towing. Our analysis does not show TEP Zone 1 and 2 are being specifically impacted.
The data available tells us where the vehicle was towed from, not necessarily where the vehicle owner lives. Obtaining this data would mean requesting personal information, including demographic information, from vehicle owners in the city as well as outside the city.

Traffic & Parking Services partnered with Toole Design to analyze towing patterns and how it can be improved. From this analysis we have made adjustments to a towing zone in an effort to decrease towing in certain TEP 2 neighborhoods.
These public services apply to the entire city.
Providing better public services (street sweeping and snow plowing), as well as optimized utilization of Critical Parking Areas and overall parking enforcement.
We will continue to monitor towing rates from TEP 1 and 2 areas and work with our communities to address issues that may come up.
