The Emergency Operations Plan will increase the City's capabilities to respond to natural and human-caused hazards that impact the City of Minneapolis.

This will impact all wards, communities, and socio-economic and demographic groups in the City of Minneapolis.
Disasters are often seen as being equal-opportunity events that impact people regardless of age, gender, race, or economic status. While true to a certain degree, research has shown that disasters often disproportionately affect the most vulnerable members of our communities, particularly those that do not have the necessary resources to cope with and recover from such events. The Emergency Operations Plan will enable the City to better address the unmet needs of all members of the community affected by an emergency or disaster through the collaborative efforts of its departments and community, county, state, and federal partners. 
Due to Minneapolis' risk profile and history of past emergencies and disasters, data specific to Minneapolis is limited. Further research is needed to better understand disaster impacts on Minneapolis through the lense of racial equity and BIPOC communities.

The Emergency Operations Plan provides the organizational and procedural framework for City departments and community, county, state, and federal partners to respond to natural, technological, and human-caused hazards. Due to the inward-facing nature of the plan, as well as the sensitive security information it contains, the public was not engaged.
Section 4: Analysis
This Plan will support the City's efforts to deliver efficient and effective City services to the public when responding to natural, technological, and human-caused hazards.
Section 5: Evaluation
The work performed by the Office of Emergency Management will be captured and measured as part of the annual performance measurement and improvement tracking and reporting at the end of each year. Measurements will focus on the trained staff's ability to effectively perform the tasks they have been assigend during an emergency or disaster.
The work performed by the Office of Emergency Management will be reported in an annual performance report to City leadership through the Minneapolis Results and budget processes.
