Authorizing an increase to Contract No. C-44480, with Safety Signs LLC, in the amount of $724,104 for a total amount not to exceed $5,543,651, for the rental of additional traffic control devices.

Background Analysis

40th Street Bikeway Project required new pavement marking for bicycle and vehicles on this street, the removal of the old pavement markings before the installation of new pavement markings was necessary. The cost for the pavement marking removal is $22,715.00 and is added to this contract.

Minneapolis Water has increased their water main lining and improvements, part of this work requires concrete barriers to surround open excavations to protect the public. These concrete barriers are in place for long periods of time and rental of these concrete barriers continue until the water lining work is completed and the excavation is filled, and the street surface is restored. Public Works has increased this program by 35% in 2021 and 40% in 2022-24. This has resulted in an increased need to rent concrete barriers in the amount of $400,675.00.

Open Streets are a city sponsored events which occur through neighborhoods in Minneapolis each year. To manage each event, street closure and traffic detours around these events is needed. The cost for these events for 2022 is $48,537.80 . In addition to the cost for the 2022 Open Streets, Public Works intends on using this contract for the 2023 and 2024 Open Streets events. Safety Signs has agreed to use the unit prices which are in the base contract. There are five items which were not in the contract which are added through this amendment. The future costs for the open streets for 2023 and 2024 are also requested to be added to the contract limit. The total increase is $190,427.80.

Due to the ongoing security for the Minneapolis police precincts $26,180 has been spent today and for 2023 and 2024 it is anticipated additional traffic control devices will be required; this amount is estimated at $84,106.25 for a total of $110,286.25.
