Background Analysis

On November 17, 2022, the City Council designated the location, streets and improvements proposed to be made in the 2023 Street Resurfacing Program, Project No. 2348 (CPV2356).

4th Ave S is a Municipal State Aid (MSA) street and bounded by 38th St E to 46th St E. This street was reconstructed in 1988 and has a Pavement Condition Index (PCI) of 71.

The purpose of the Asphalt Pavement Resurfacing Program is to extend the life of some City streets which are not scheduled for any preventative maintenance, renovation or reconstruction in the foreseeable future. This resurfacing program is addressing City streets, which include some MSA streets, that are at a point in their life cycle where a new surface will extend the street’s life, improve ride quality and neighborhood livability, and help slow the overall deterioration of our City street system. The 2023 Resurfacing Program Project No 2348 (CPV2356) is identified in the 20-year Streets Funding Plan and was included in the 2023-2027 Capital Improvement Program. Transportation Maintenance and Repair coordinates with Transportation Planning and Programming on any bike facilities within this program.

Special Assessments
The proposed street resurfacing special assessments were determined by applying the 2023 Uniform Assessment Rates (UAR) to the land area of benefited parcels located within the street influence zone along the improved streets. These assessments are not calculated based on project cost alone. The City uses a formula that combines influence area with an annually established UAR. This formula is carefully considered and applied by City staff, and it is intended to account for and reflect each project’s value to benefitted properties. The 2023 resurfacing rates are:

$0.69/ sq. ft. - Non-residential
$0.23/ sq. ft. - Residential

The proposed total assessment amount for the 4th Ave. S Resurfacing Project is $333,529.79. Individual assessments over $150 would begin collection on 2024 real estate tax statements with interest charged at 3.87%, and assessments of $150 or less would be collected in their entirety on the 2024 real estate tax statements with interest charged at 3.71%. Information has been provided in the notices as to how persons may prepay the special assessments in full without interest if they so choose. City Council has passed resolutions whereby a deferment of special assessments may be obtained by showing hardship for any homestead property owned by a person 65 years of age or older or retired by virtue of a permanent and total disability.
