Background Analysis
In 2021, a Parking and Mobility Services Fee and Rate Schedule was established by council resolution. This schedule consolidates many different fees and rates into one document that were previously set by separate resolutions over many years. One of the top goals of the creation of this schedule was to improve efficiency in the annual review and recommendation process. Please see recommended updates for 2023 below.
Customer Tow Fees for Release of Towed Vehicles
Background
Minneapolis Impound Lot towing fees were last updated in 2005 and the cost of towing vehicles has increased significantly since then. The Impound Lot has been operating at a loss since 2022 and is forecasted to continue to do so without an adjustment to fees.
Recommendations
Public Works recommends increasing the customer Tow Fee from $138/tow to $165/tow, excluding tows for Snow Emergency and Street Sweeping which will remain the same ($138/tow). Staff also recommends increasing the daily vehicle storage rate from $18 per day to $25per day to offset the cost of storing vehicles at the Impound Lot for longer periods of time. Staff forecasts that these adjustments will bring the Impound Lot closer to keeping up with inflation and to fulfill the goal of operating at revenue neutral.
Off-Street Parking Rate Updates
Background
Parking rates at municipal off-street parking facilities are routinely adjusted and set to reflect market conditions of their surrounding areas. The Parking and Mobility Fee and Rate Schedule sets a maximum approved rate for different services at each facility, but the actual rates are often below that maximum.
Recommendations
Due to market conditions near US Bank Stadium for events, Public Works staff recommends increasing the max event rate from $40 to $60 for the following three parking ramps: Jerry Haaf Ramp (424 S 4th St), Mill Quarter Ramp (711 S Second St), and Riverfront Ramp (212 9th Ave S). Standard auditing of market conditions has also led staff to recommend raising the daily maximum rate at the 4th Street North Lot (601 North 4th St) from $6 to $10.
Critical Parking Area Annual Visitor Permits
Background
Critical parking areas (CPAs) are streets with parking restrictions where residents who live at eligible residences can buy permits to be exempt from the posted restrictions. Most CPAs also allow for residents to purchase transferable annual visitor permits that can be assigned to their guests. The current rate for annual visitor permits is $10/year. This fee was last updated in 1998.
Recommendations
Staff is recommending increasing the annual visitor permit fee to $25/year. This adjusts the annual visitor permit fee to be the same as the annual resident permit fee and reflects the inflationary rate since the last time the fee was updated.
