Background Analysis

In 2021, Public Works selected TKDA from the consulting pool to provide design and engineering services for the Cedar Lake Road Bridge over BNSF project. During design, unforeseen conditions were encountered that required additional design and engineering services. The unforeseen conditions resulted in the need to change profile grades and increase project limits.

In April 2023, a routine inspection identified structural concerns with the bridge, leading to the closure of the bridge for vehicular traffic. Temporary repairs have allowed the bridge to be re-opened, but the replacement of this bridge needs to be expedited. Taking this project through the RFP process and potentially switching consultants would increase the overall cost and extend the overall timeline of the design.

The Permanent Review Committee (PRC) has approved a waiver from the RFP process to enter into a contract with TKDA for engineering and design services for the Cedar Lake Road Bridge over BNSF Railroad in the total amount not to exceed $499,916.
