Background Analysis

As a part of the 2023 Minnesota Session Laws, Chapter 68 - MN Laws, Article 1, Sec. 17, Subd. 14, $5,000,000 in general funds was provided to cities of the first class for construction of Americans with Disabilities Act accessible features. Cities of the first class include Duluth, Minneapolis, Rochester, and Saint Paul. These Minnesota Department of Transportation (MnDOT), Local Road Improvement Program (LRIP) grant funds and are paid on a reimbursable basis and available until June 30, 2027. The City of Minneapolis' eligible share is $1,787,157, based on the Municipal State Aid formula, which will be administered by MnDOT's State-Aid office. 

Public Works is requesting an increase to the 2025 Asphalt Street Resurfacing Program (PV056) to accelerate ADA compliance within the City of Minneapolis. Public Works is requesting $469,299.00 to assist in the funding for the Fulton Resurfacing Project ADA Pedestrian Ramp improvement.
