Background Analysis
For years, on-going conversations have stalled related to reforming the city's off-duty police work. This legislative directive to the council's legislative department is to support an initial fee schedule related to off-duty police work for 2025. Previous legislative directives to the executive administration regarding this issue were incomplete, leaving critical information to calculate fees unfulfilled. This directive is intended to restart that work.
From January 2023:
Residents, community groups, and local businesses have for several years requested an overhaul on how off-duty police contracts are conducted. Previous responses to these requests resulted in the Audit Committee conducting an audit back in 2019. In recent months, many residents and community groups have noted that staffing at MPD has resulted in them receiving less access to police services and have found current rates of off-duty police work to be prohibitively expensive. This legislative directive is a continuation of police oversight to ensure that the current system of off-duty contracts is not exploitative or harmful for communities with less financial resources. Minneapolis’ Black and Brown residents will be the most impacted in a "pay to play" public safety model that appears to currently exists within the current parameters of how off-duty contracts are conducted.
