The goal of this legislative directive is to provide comprehensive information to ensure the City of Minneapolis is conducting its off-duty contract work in a way that is equitable and enhances our public safety goals.
The Ward 2 office upon completing a series of conversations with city staff, public safety experts, community groups, and current and former police officers.
Section 2: Data
City-wide, impacting all residents. 
Minneapolis’ Black and Brown residents will be the most impacted in a "pay to play" public safety model that appears to currently exist within the current parameters of how off-duty contracts are conducted. This legislative directive will provide City Council with accurate information and data to inform any necessary policy changes and ensure that they are centering racial equity as it relates to how off-duty police work is conducted.  
Significant data and information is missing related to off-duty police work. A legislative directive passed in January 2023 asked several questions that remain unfilled. The Ward 2 office will continue to work with the legislative department to seek more information about data and potential evaluation practices.

Conversations with residents, community groups, and current and former MPD police officers have reiterated that the current off-duty police contract system is not supporting an equitable public safety system. This legislative directive is meant to provide data to understand what are any potential gaps or issues within the system that exacerbate racial inequities.

The outcomes of this legislative directive will help inform potential next steps in policy changes to address any racial inequities.

This legislative directive as well as further work with the Policy and Research division will inform measures of success and benchmarks.
