Background Analysis

The City of Minneapolis is designated as local workforce development area (WDA) #10 by the Governor, under authority provided by Workforce Innovation and Opportunity Act (WIOA). The City's Department of Community Planning and Economic Development (CPED) Employment and Training Division administers workforce development programs for City of Minneapolis WDA #10 and provides staff support to the appointed Minneapolis Workforce Development Board. Minneapolis Employment and Training's programs serve adults, dislocated workers, and youth through a variety of programs that are supported by federal, state, and local funding sources. 

As one of the state's 16 designated local WDAs, the city receives federal entitlement funding under WIOA that is passed through the State of Minnesota Department of Employment and Economic Development (DEED). WIOA adult funds support the CareerWorks program to offer career coaching and skills training to adults. WIOA dislocated worker funds support dislocated worker programming to help laid off workers rejoin the workforce. WIOA youth funds support the Minneapolis Youth Works to help people between the ages of 14-21 get job training.

A total estimate of $3,000,000 WIOA entitlement funds were included in CPED's 2025 budget approved by City Council. Each year, after the federal government finalizes WIOA allocations to the states, DEED is able to provide the 16 local WDAs with their final award amounts, which may vary from year to year, based upon various factors, such as total population and unemployment rates in each area. These City Council actions will approve and appropriate the final WIOA adult, dislocated worker, and youth grant awards to CPED Employment and Training. The total amount of WIOA funds is $2,598,034. The appropriation resolution will make an adjustment to decrease CPED's federal grant funding in the 2025 General Appropriation Resolution by $401,966.
