Background Analysis

The Twin Cities Electric Vehicle Mobility Network is a pilot project being developed by the City of Saint Paul, City of Minneapolis, HOURCAR, and Xcel Energy to create a network of electric vehicle (EV) charging stations throughout the Twin Cities and make electric vehicles publicly available through a car-sharing service. The charging stations operated by the cities will be located on public roadways throughout Saint Paul and Minneapolis. The pilot will include a total 70 stations for the two cities.  The project is currently in the planning and design phase with station location details being finalized. The construction timeline is planned for 2021 and 2022.

Public Works recommends entering into an agreement Northern States Power (Xcel Energy) to participate in their “Make Ready” electric vehicle charging pilot program. Xcel Energy intends to use its own resources to provide the electrical service connections that will be placed on the public street right-of-way.  The key agreement conditions are:

  • The agreement will have a 10-year term with conditions for a future extension(s).
  • Both parties will warrant and indemnify and grant limited liability to each other.
  • Both parties agree to work cooperatively with the shared interests of supporting the electric vehicle network.
  • Both parties expect no financial payments to/from either party except in an early termination conditions (Early Buyout cost based on a 10-year straight-line depreciation costs).
  • Xcel will install, own, operate and maintain at their own expense the EV Supply Infrastructure (electrical service connections) to the EV charging stations.
  • Key City obligations include:
    • Coordinate permitting and approvals for placement of EV Supply Infrastructure and Charging Station in the public right-of-way.
    • Select locations that will be publicly accessible 24/7.
    • Install, own/lease, operate and maintain the EV charging stations.
    • Pay the electricity costs at the A90 rate.
    • Charge EV customers for their use.
    • Share Pilot Project data related to charging activity, vehicle usage, technical performance and participate in surveys

Future Actions for the Pilot Project include:  

  • A Contract/Agreement between the City of St. Paul and the City of Minneapolis to build and operate the Twin Cities Electric Vehicle Mobility Network. This will include provisions related to EV charging station vendor, EV car share vendor, and financial conditions.
  • The EV car share vendor will require application approval for a car sharing license as defined in Chapter 478 Article XI as well as compliance with the City of Minneapolis Car Share Policy for On-Street Operations.
