Background Analysis
Scope
Bridge No. 9 is a converted railroad bridge which carries pedestrian and bicycle traffic over the Mississippi River and West River Parkway between the University of Minnesota East and West Bank campuses in Minneapolis.
The bridge was originally constructed as a Northern Pacific Railroad crossing in the late 1880s. Portions of the current bridge date back to this original construction. It was reconstructed by the railroad in 1922. In 1999, the bridge was renovated for pedestrian use.
The City is currently scheduled to make repairs to Pier 5, Pier 2, Abutment 1 and Bluff Stabilization work on the east bank during 2022 and 2023 construction seasons. To perform these repairs, the City needs to obtain a temporary license over and across University of Minnesota property for purposes to access the Bridge 9 work area.
Cooperative Agreement
This construction agreement covers construction activities and access to work area, staging area and the river pier necessary for completing the rehabilitation of Pier No. 5, Pier No.2, Abutment No. 1, Bluff Stabilization and related work to Bridge No. 9.
The final agreement will contain the following key terms and provisions:
- University grants to the City a temporary license over and across that portion of University’s Property depicted as the “License Area” on Exhibit A
- An amount not to exceed $1,500 will be paid to the University by Public Works. This represents the standard U of M administrative fee for this temporary construction license
- The agreement shall be effective on January 1, 2022 and end on December 31, 2025
- The City use of the Access Routes shall be non-exclusive and shall be shared with University
- All construction traffic for City Work shall use the Access Routes (as shown on Exhibit A) to access the Work and Staging Areas, Parking and Staging Area, and MEP River Pier
- The City shall ensure that University is informed of and invited to the pre-construction meeting and to ongoing meetings during construction
- Promptly after completion of construction, the City shall remove all equipment and other property placed upon the License Area by the City or its contractors
- The City shall promptly restore any damage to University’s Property arising from or related to City use of the License Area
- The project is locally funded (BR134) and repair for Pier 5 is scheduled to begin in Spring 2022
