Background Analysis

The State of Minnesota, pursuant to Minnesota Statutes 145.986, is empowered to provide Local Public Health Grant Funds to The Minneapolis City Council acting as the City of Minneapolis' Community Health Board. The Health Department would like the City Council to accept a $769,838 grant from the Minnesota Department of Health for Statewide Health Improvement Partnership (SHIP) activities from Nov 1, 2020 through Oct. 31, 2025. Current funding is for one year, November 1, 2021 through Oct. 31, 2022.

Minnesota Statutes 2019, section 145.986, subdivision 1, SHIP Statute, mandates that SHIP address leading preventable causes of illness and death such as tobacco use or exposure, poor diet, and lack of regular physical activity, and other issues as determined by the commissioner through the statewide health assessment. These illnesses and poor habits and conditions affect the BIPOC community disproportionally in Minneapolis. As outlined in the statute, the Local Public Health (LPH) SHIP activities are based on community input and are executed through a Policy, Systems, and Environmental Change approach (PSE).

The staff of the Healthy Living Initiative of the Minneapolis Health Department are the stewards of these LPH SHIP funds. We have used these funds since 2008, and these grant funds are an extension into the next 5-year cycle of SHIP funding from the Minnesota Department of Health.

Our Healthy Living Initiative will use these funds, over the next year, to work collaboratively with the community to define and implement projects that address healthy disparities. We will do this work using a PSE change methodology that is rooted in a trauma-informed and asset-based approach. Some project examples include the ReThink Your Drink tap water promotion program, Smoke-Free Housing support, School and Worksite Wellness programs, Walkable Communities and Physical Activity promotion, and projects supporting Community-Clinic linkages.

By fostering trust, sharing power, and producing outcomes that result in reduced health disparities through policy, systems and environmental changes, the Healthy Living Initiative will work together with community members and partners throughout our SHIP work.

Those who are impacted will have the opportunity to serve on our Community Leadership Team. One of the main areas of focus for our team over this grant year will be to reshape our Community Leadership Team, which did not meet during the COVID-19 pandemic. The purpose of this reshaping is to more intentionally engage with community members and leaders in areas with the greatest health disparities in our City. Community members/leaders who participate will: provide feedback and guidance about the direction of our work, including allocation of a portion of our SHIP budget; will receive report back about specific projects; and will receive information about work throughout the Minneapolis Health Department, including funding opportunities.
