The Capital Improvement Projects process includes Asset Condition as well as Equity considerations to identify potential projects, projects then go through a qualitative screening process to create the 6 year Capital Improvement Program recommendation, which then receives further review and recommendation from the Capital Long term Improvement Committee, and then adopted by Council on an annual basis.

The Capital program included in this action has already been through that process.  This action ensures that the project identified have sufficient funding
