Background Analysis

The City of Minneapolis, in partnership with the City of Columbia Heights, is leading the reconstruction of a 1-mile segment of 37th Avenue Northeast between Central Avenue and Stinson Boulevard. This street represents the municipal boundary between Minneapolis and Columbia Heights. The project will include sidewalks, ADA-compliant pedestrian ramps, an off-street bike trail, boulevards with trees, new curb and gutter, new pavement, traffic signal improvements, pedestrian street lighting, and utility improvements as needed. Construction is anticipated to begin in the 2023 construction season.

Authorization of Joint Powers Agreement
This action is to authorize the joint powers agreement that details construction and maintenance responsibilities for the 37th Ave NE Reconstruction Project. This agreement allocates each City's respective project costs and provides for the reimbursement of project costs from the City of Columbia Heights to the City of Minneapolis, the lead agency for the project.
