Background Analysis
WTR27 program is our Automated Meter Reading (AMR) Technology program. This project replaces and upgrades the AMR technology. AMR devices are separate from the meter but connected to the meter with wiring. The Water Treatment and Distribution Services Division (WTDS) owns approximately 103,000 water meters and AMR devices (located inside the water customer’s building at the basement level where the water service line enters the property). Due to the COVID-19 pandemic this project was paused in early 2020, which increased the length of the project. The project resumed in 2023.
On December 6th, 2019, resolution 2019R-398 approved project appropriations in the amount of $1,500,000 to be bonded for the Advanced Metering Infrastructure Project as a part of the adopted 2020 City Budget.
Under the City's Financial Policy regarding Capital Project Administration, capital project appropriations and the associated bonding authority for capital projects expire automatically four years after approval. Expired appropriations and bond authorizations can be restored by action of the City Council. Passage of this resolution will allow the City to sell bonds to complete our Advanced Metering Infrastructure Project.
