Background Analysis

The City of Minneapolis receives an annual grant award of SCORE (Select Committee on Recycling and the Environment) funds from Hennepin County to assist in the operation of the City's waste reduction, recycling and organics recycling programs. The Residential Waste Reduction and Recycling Funding Policy Agreement sets the terms and conditions for distributing funds to cities within the County. In 2020, Hennepin County received $3,618,370 in SCORE funds from the State solid waste management taxes to award to cities. In 2020, the City's total grant award was $1,811,962.

On October 26, 2021 the County Commissioners approved the 2022-2025 Residential Waste Reduction and Recycling Funding Policy. The 2022-2025 policy allocates funding for waste reduction and recycling program, curbside recycling programs, organics drop-off sites (for smaller cities), and new to this agreement, multifamily waste reduction and recycling. 

Solid Waste & Recycling will submit annual SCORE funding applications for waste reduction, recycling, and organics recycling programs provided to rate paying customers, and for multifamily waste reduction and recycling programs for larger multifamily buildings. Applications for funding will be submitted to the County each year of the Agreement by February 15 and March 15 respectively. Funds will be used to help meet City and County waste reduction and diversion goals. 

Grant funding will be calculated as follows:

  • 40% of total SCORE funds are dedicated to city waste reduction and recycling programs
    • Allocated using # of households with curbside recycling service
  • 50% of total SCORE funds are dedicated to curbside organics
    • Allocated using participation targets for each city (set by the county). The target for the City is 50% participation, which it currently meets
  • 10% of total SCORE funds, less the amount dispersed to small cities (<10,000), are dedicated to multifamily waste reduction and recycling programs
    • Allocated to cities who apply for this funding using the percentage of multifamily households in the County that are located within the city
